If you look at the latest presentation, the at grade alternatives are one alternative. It would go towards Little Tokyo on Los Angeles St. and towards 7th/Metro on Main Street.

Thanks Josh, That wasn't clear to me. I thought they were two separate options. Unfortunately I can't edit the poll question once it's been voted on.
Moderator: Can you combine the two at grade choices into one?

I appreciate that Metro staff were willing to consider all possibilities, including the need to change the street configuration at Alameda. It's just very unfortunate IMO that the Alameda rail junction isn't going to be completely grade-separated. A bad traffic accident at that busy intersection could close down all light-rail lines going through downtown.

well, so far it appears to be 9 votes for underground. good! I was curious to see what "Transportation System Management" meant. apparently it means "shuttle buses" eeeyeaaah...no to that. (the materials explain that TSM was required by the FTA to be included, but it still sounds like a ridiculous solution to a serious problem)

Here's how I understand it. TSM is there to present the bare minimum effort to increase connectivity in that area. You compare your alternatives to two things, no-build and TSM, and see how they hold up.
TSM is there to say, "The bare minimum doesn't work. This is why we need the Downtown Connector," for example.
Again, this is only as I understand it, but TSM is probably there in an attempt to prevent gold plated solutions for small problems.
