I am by no means an expert on this area (Venice east of Rimpau), but from what I have read, doesn't Pico offer more in the way of destinations than Venice in that area?

That would be worse because you'd be limiting service capacity at the time you'd need it most.. Then how does NYC offer special Rush Hour services? No, really, I'm asking sincerely. They have the same problem, but because of grade separation and extra tracks it's not as obvious.

I lived in New York for 6 years. There are quad tracks on pretty much every line that has local and express service, and there are express services all day and much of the night, not just during rush hour. Also, they don't have trains that change routes at different times of the day.
