I was in Toronto this past weekend and I found their transit to be quite good.
The recent battles between a suburban Mayor who wants subways in low density corridors and progressives who want extensive light-rail across the city is an interesting one.
The Mayor had no plan to finance subways in the suburbs. He just didn't want motorists inconvenienced by light-rail.
The Toronto City Council eventually overruled him putting much of the original light-rail plan back in place that the Mayor had scrapped upon his election.
There is a need for a new subway, often called the "Downtown Relief Line", and there will be select light-rail crossings which will be grade separated.
There are also streetcars running in traffic. (The light-rails will not.) There is a ferry carrying passengers to the city airport, and a commuter rail system.
The large international airport is still connected by a bus to the subway.
All things considered I was impressed.
