I guess FTR wasn't a responsible bidder after all. Or, to borrow a line from W.C. Fields, "Things happened." Reminds me of a story from a hundred years ago. The then-new San Francisco Municipal Railway contracted with local builder W. L. Holman to construct its first group of streetcars. About halfway through the project, Holman ran into difficulties, and the job was finished by Union Iron Works, a shipyard not far from today's Muni Metro East facility.
