Expo Line board meeting audio -- 2016/01/07Substantial completion on the mainline was achieved on December 8, 2015. Stewart Street Yard also achieved substantial completion or is about achieve it. Turnover of the mainline to Metro should happen any day now. Turnover of the Stewart Street Yard will happen by late January or so. Expected revenue-operation date (ROD) is still April/May 2016.
A couple of questions that not sure anyone has the answer to. I wonder why it is taking so long for Metro to accept the Line when substantial completion has already been achieved. I suppose this is probably just the holidays and paperwork as far as the explanation, but I suppose we might not have an opening date from Metro announced until late February now.
Finally, I wonder how the project is shaping up against budget? I assume at or slightly under but don't know myself.
Correction: Substantial completion of the mainline took place on December 18, 2015. Note that substantial completion doesn't mean full completion. Some work is still ongoing.
They expect the turnover by the end of next week. This means ROD will be announced around February 10.
The project is within the budget.

Phase 2 Alignment Design-Build Contract Construction Highlights
• Train Control Systems and other remaining punch list work is ongoing
• Work on station lighting, communication systems and signage is near completion
• Roadway improvements are near completion and final inspections are ongoing
• Landscape irrigation and planting installation are nearing completion
• Contractor is preparing for hydromulching between Overland and Westwood, and the installation of lighting shrouds where required between the I-10 box and Military Avenue
• Work on punch list items is ongoing
Colorado Avenue In coordination with the City of Santa Monica and Metro, we are proceeding to implement additional safety measures along Colorado Avenue:
• Painting of the median curb and installation of reflectors on top of the curb is complete
• Enhanced street signage and striping is complete
• The Santa Monica City Council has requested that the Authority add center line fencing from the terminus station to the 17th Street/SMC station to deter pedestrians from crossing the tracks other than at signalized crossings.
