Great find numble. For reference the timeline that was presented last August is shown below. Note that this reissued RFQ is only for the construction management, not the actual construction. It's weird that they would reissue an RFQ. RFP's are sometimes reissued when they don't get any bids in the price range expected. To reissue an RFQ I would think that they either didn't get responses from companies that they wanted to respond or something significant changed in the scope of work that would cause them to reevaluate qualifications. Anyone have any updates? The release of the Burbank to LAUS FEIR has reminded me that things have been pretty quiet for most of the year.

Anyone have any updates? The release of the Burbank to LAUS FEIR has reminded me that things have been pretty quiet for most of the year. In a March 2021 presentation, they gave these dates. I haven't been following it enough to know how much they are on track or off track. I know they won't get the CMGC Support Services contract awarded by December 2021, because it currently shows up as planning to be advertised this month on Metro's contractor site and to be awarded/started in March 2022. I think that probably means the CMGC contractor bids have all been received and are under review, but maybe it is not on track to be awarded in December, if the CMGC Support Services contract is not on track for a December award.

I know that they want to get this right and they have indicated on calls that the procurement process has caused project issues and overruns in the past, but the fact that they turned a projected 7 month procurement process into a 19 month process is shockingly bad. And the 7 month schedule was projected in the middle of the pandemic, so it's not just a pandemic thing.

I know that they want to get this right and they have indicated on calls that the procurement process has caused project issues and overruns in the past, but the fact that they turned a projected 7 month procurement process into a 19 month process is shockingly bad. And the 7 month schedule was projected in the middle of the pandemic, so it's not just a pandemic thing. From the Transportation Business Advisory Council meetings (meetings where procurement staff talks to potential contractors), I get the sense that Metro staff is overwhelmed by the number of projects they need to design, procure and manage. With Measure R and M passing in a short timeframe, they went from just 1-2 major projects every decade to a huge slate of projects that keep on coming, and they don't seem to be able to handle it, resulting in everything always being delayed. A lot of people got early retirement during the pandemic as well, and that probably didn't help things. The Metro board agenda was released for December and it didn’t include the award of the CMGC contract, so this project is probably delayed again.

At Metro's Technical Advisory Committee meeting today (January 5, 2022) they said they hope to get the CMGC contractor onboard in February 2022, though the presentation displayed says they anticipate completing evaluating the bids by February 2022. So maybe that means March-May when the contract is actually approved, given that Metro seems to always miss their estimates.
I probably won't get the presentation documents until awhile later.

It would be good to know why a funded project was delayed for an entire year. Maybe there’s a good reason, but we’ll never know because the question will never be asked nor answered in a public forum.

Here is the presentation they gave today. They estimated a 30% increase in the total project cost.
