Some food for thought:
Torrance Transit will be getting a rapid bus service for line 3, the project is currently slated to go down Pacific Ave instead of Long Beach Bl. -- perhaps lobbying for it to go down Long Beach Bl may be of benefit to all parties.
Why? Signal priority is part of the rapid bus program.

Torrance's idea of rapid bus may be different than Metro's. It's taken them forever to upgrade their fleet.

The fleet will be fully replaced within the next 5 years. It's been a struggle going from diesel to gasoline, now CNG.
The rapid buses will be new, and signal priority is part of the plan. So for the most part it'll be just like all the other rapid buses and it'll get upgrades over the first few years of service.
