For what it's worth, Fix Expo is inviting us to a rally tomorrow. It's ironic that they praise MLK, Nobel Prize winner for Peace, but they are threatening to nuke future Metro Rail on April 24. Who knew Civil War 2 would start here in LA and it would be nuclear?

The historic election of 2008 means MTA will receive new transportation resources that can only be used for rail expansion,
including portions of President Barack Obama’s economic stimulus package and Measure R, the county sales tax.
Should Some Of MTA’s New Rail Resources Be Used To Put The Expo Line Underground In
South L.A. By Extending The Trench By U.S.C. (At Figueroa) to Dorsey H.S. (Near La Brea)?
YES! It would immediately create more jobs in South LA, an area in need of economic assistance; address the
environmental justice issues and resource inequities; improve traffic & air quality by eliminating congestion caused by
street-level crossings; encourage more people to take mass transit, because the train would operate faster underground; and
make the Expo Line safe in South LA by protecting thousands of pedestrians, motorists, elderly, disabled, and most
importantly children (going to the countless schools & parks near the tracks) from the hazards of street-level rail crossings.
NO! MTA should build the Expo Line at street-level in South LA. The resources should go to other areas.

SOUTH LA NEIGHBORHOOD COUNCILS’ VIEW ON THE EXPO RAIL LINE
OPPOSE: MTA’s street-level Expo Line design . SUPPORT: The alternative to build the Expo Line underground
On the abandoned rail tracks on Exposition Blvd, MTA proposes to build a rail line like the Blue Line, called Expo Line Phase 1
to travel from Downtown L.A. to Culver City. The 225-ton trains will travel up to 35 & 55 mph, operate 22 hours a day,
and cross almost all streets in South L.A. 240 times per day at street-level, most without crossing gates, including Vermont,
Normandie, Western, and Crenshaw (Arlington & 4 other streets have gates). After much community discussion, research, and
consultation with experts in rail safety, traffic, transportation, and human behavior, the impacted South LA neighborhood councils,
in partnership with the community and civil rights organizations, have requested MTA change the Expo Line design in South
LA from street-level to “grade separated” (a tunnel, trench, or alternatively elevated), for the following primary reasons:
. SAFETY .
Street-level trains are not safe and have
proven to be deadly. The Expo Line is
designed primarily like the Blue Line, the
deadliest light rail line in America,
which travels through South LA, Watts
and Compton en route to Long Beach,
and has been in over 824 reported
accidents, killing 92 people. Over a
dozen were children/young adults. With
over 15 schools & parks within a 1/3rd of
a mile of the tracks, and high car/
pedestrian traffic along Exposition,
accidents & deaths are a concern.
. TRAFFIC/COMMUNITY .
Street-level rail will worsen traffic
congestion and harm the community.
With 24–30 train crossings per
intersection during rush hour, traffic
will worsen. Crossing gates will be
down up to 40% of the time, which,
along with the 8 street closures that
divide the community, will delay
emergency response times. Train
horns/gongs & crossing gate bells for
each train crossing 22 hours a day for the
next 100 years will disrupt learning,
spiritual and residential communities.
. ENVIRONMENTAL INJUSTICE .
The safety hazards and adverse impacts of
Expo Phase 1 are disproportionately placed
in poor & majority-minority communities.
In the one white middle class community
along the Expo Line Phase 1 in Culver
City MTA is spending the money to
elevate the train at the intersections.
Thus, west of La Cienega to the Culver
City terminus no child, elder or motorist
will be required to cross Expo tracks,
there will be no adverse traffic impacts,
no delays in emergency response times,
and no train horns or bells. In fact, MTA
is spending more money constructing
the 1-mile west of La Cienega to the
Culver City terminus than the entire
4.5 miles in South LA (from Vermont
to one block east of La Cienega).
