Hi Alex,
I took a look through our Archive and found a September 4, 1962 index of (then) current agreements, leases, and easements, and found evidence of Eye Bolt permits. It appears to be just an index of them, not the full actual agreements/permits. Will keep hunting to see if I can locate an example of an actual agreement. You are welcome to come in and look through all of the surviving documentation we have.
An attorney might argue that removal of the streetcar lines constituted "notice" of expiration, but on the other hand, if the bolt itself was never removed...
Interestingly, one of the eye bolt permits issued for City owned property has "indefinite" listed as the expiration instead of usual 90 days notice. Examples:

Also found a reference to Ordinance No. 113,047, dated 3/13/59, effective 4/13/59, authorizing an agreement between the Los Angeles MTA and the City of LA, for a payment of $1,250,000. Reference: Audit No. 854.1. Covenants: 1. Maintenance of rails and track structures, and of pavement within and between rails and within track space; 2) Upon abandonment of use of any rails, track structures or buried appurtenances, execute and deliver to City conveyances of such abandoned properties;... and it goes on from there. Seems to imply that upon abandonment, all related property would be transferred to the City. There may be more info deep inside the City's Archive at Piper Tech.
We digitized the Minutes of the MTA Board of Directors meetings, they are online and searchable at
www.metro.net/boardarchive Just be sure to un-check the "all documents" box and then check the "predecessor agency" box. Using a year usually provides better search results. We located the records for 1952, 1953, 1954, (pre transit operations) and 1958, 1959, 1960, 1961, 1962 and 1963. Still hunting down 1953 - 1957, but since that was still pre-operations, and mostly about monorail planning, those years probably aren't relevant to getting to the bottom of eye bolts and what their actual status might be. I did some searching with the term "eye bolt", but didn't find anything within the Board minutes, but test it out and see if you can uncover anything.
Side note: The headquarters building of the Los Angeles MTA was at 1060 S. Broadway. It was originally the home of Los Angeles Railway, then Los Angeles Transit Lines, then the MTA, and also the RTD until 1974. It seems to be the last unrestored or repurposed transportation office building in Los Angeles. There a persistent rumor that there is a Los Angeles Railway logo medallion or stained glass window someplace inside that building.
