Extend a low frequency line 4 to Playa Vista won't do anything... Playa Vista is already connected to Westfield Transit Center via Metro 110. Unless of course this is a prelude to Metro dropping the segment, which would be a very bad trade since 110 is pretty frequent. The proposed extension does provide one-bus ride from Playa Vista to Expo station (La Cienega) but BBB is proposing a better solution with Line 14 extension to Playa Vista (and connect to Bundy Station).
Extend line 7 to Hayden track is another half-solution. Hayden is poorly served by bus right now and it's an unpleasant walk to La Cienega Station. I'm assuming they will extend the Line 7 via National Blvd to La Cienega station, which means it will provide a much needed link to Expo station directly and Downtown Culver City. However, I'm not sure what "peak hour" means in this context. I would imagine there is some decent demand from the lunch crowd from Hayden to Downtown Culver City - but that is usually not "peak hour" in transit speak.

The walk from Hayden to LA Cienega is wonderful. Culver City station is closer from Hayden st though

I think that's why they are having outreach meetings. If you think that in order to be successful, the #4 service to Playa Vista needs to be higher frequency, they need to know that. It also needs to come from more than the 2 people who showed up to the last #4 outreach meeting. So get the word out and show up. Extend a low frequency line 4 to Playa Vista won't do anything... I went to the meeting... some key points:
1. Line 7 to Hayden is pretty much done deal. It's all within Culver City borders so they don't need to consult with other stakeholders. Only during morning and evening rush hours and only Monday-Friday. They plan to do 30 minutes headway - an improvement from the current 35 to 40 minutes.
2. Line 1 stop elimination on Pacific is also a done deal. LADOT is doing some construction near Pacific/25th so it would have been closed anyway, and it is also within walking distance to Pacific/Venice. The other stop at Pacific/28th is within walking distance to Washington/Pacific.
3. Line 4 to Playa Vista is pending the opening of retail district and cease of construction (roads have to be open to public first). It's likely that CC4 will replace Metro 110 as Metro has asked either BBB or CC to take over this service segment. CC is planning on continuing current 30 minutes headway and no Saturday service, which means a major downgrade from Metro 110 (15 minutes rush hour, 20 minutes mid morning, 30 minutes mid day, Monday thru Saturday).
4. CC Bus is still studying the ridership data from this summer's Limited 1 service to see if it warrants a full year-round service.
5. CC is working on a full Expo Phase 2 implementation plan which will be ready for public comment in early 2015. They are coordinating with BBB so that there will be no duplication of services. Both agency want to add service to Playa Vista (Metro has indicated it wants out) and both want to add/expand service to Bundy Station so there will be some horse trading. e.g. Either BBB14 or CC4 is extended to Playa Vista, not both; either BBB or CC will provide new bus service on McLaughlin/Barrington via Bundy Station, not both

Regarding the comments in point 5 about expo with BBB and CC, I disagree with the reasoning. BBB14 serves Bundy and Centinella while CC4 serves Jeferson and Fairfax. They both serve different areas and there is no reason why they can not both serve Playa Vista. As for serving Bundy Station, for Culver City to even be considering it is insane to me since it is not in their service area and they have perfect opportunities to connect to Expo at Culver City, Westwood, and Sepulveda. I would also much prefer for BBB to service Barington over CC just as a personal preference. Let me preface by saying... I'm not arguing with you, I'm just relaying what was said and implied at the meeting I actually agree with you on the preference... I prefer BBB to provide service on to Playa Vista and on Barrington/McLaughlin. What makes sense to us doesn't make sense to transit agencies. They are in the turf war business and Playa Vista is up for grabs. They don't care that much that BBB14 and CC4 serves different corridors. BBB and CC are both stakeholders in the Playa Vista EIR traffic mitigation plan so there is money involved. One of the agency will get to take over for Metro 110 on Jefferson. Bundy Station is in Culver City's service area - or rather to be more precise, Barrington/McLaughlin corridor is in the service area. It is no different than say UCLA and Sepulveda corridor is in CC's service area. BBB and CC both want to grab Barrington/McLaughlin corridor because that bus route was outlined in Expo Phase 2 EIR so Metro will be providing some funding (via Merasur R?) to get the service started. CC actually would have a better argument than BBB to serve Barrington/McLaughlin corridor because the southern terminus of the bus route is in Culver City limits (Washington Blvd). That route is completely outside the Santa Monica city limits. But like I said, there will be some horsetrading and it will all get worked out.
