Big Blue Bus changes include connecting lines 3, Rapid 3, and 14 to the Crenshaw line: BBB Proposed ServiceAdjustments Route 3: On all days, shorten service and end route at Aviation Blvd. and Century Blvd., and facilitate connections to the new Metro Rail Crenshaw Line at Aviation/Century Station. Aviation Station Green Line would no longer be served by Route 3. Improve frequency to offset the discontinuation of Rapid 3 midday weekday and all weekend service: Rapid 3 On all days, shorten service and end route at Aviation Blvd. and Century Blvd., and facilitate connections to the new Metro Rail Crenshaw Line at Aviation/Century Station. Aviation Station Green Line would no longer be served by Rapid 3. Discontinue Rapid 3 midday weekday and all weekend service in both directions due to low customer demand: Route 14 On all days, extend service south from Playa Vista to Inglewood via I-405 to connect with the new Metro Rail Crenshaw Line (opens late 2019) and Metro Line 115. Improve weekday frequency to every 15 minutes during peak hours and every 20 minutes off-peak hours to encourage additional ridership.

Metro 232 currently serves Green line Mariposa Station and terminates at LAX city bus center. If the bus is going to serve Century Aviation and Imperial Aviation stations, then that time wasting loop around Mariposa should go away.
The BBB Line 14 proposal to serve Westchester/Veteran station is overly ambitious... It includes a 15-minute (if no traffic) jog down I-405 from Playa Vista and then a loop around Manchester Blvd (Randy's Donut loop) to get back on I-405 to Playa Vista. That's about a 40 minute additional operating time to an already unreliable Line 14, which spells disaster when the bus doesn't come during rush hour (because it is stuck in traffic on the 405).
I think BBB needs to break up that proposal into 2 lines: A: Line 14 from Brentwood to Playa Vista with more short line service between Olympic Blvd and Playa Vista - aim for 12 min headway all day, 20min late night between Olympic Blvd and Playa Vista. B: Rapid 14 from Bundy Station to Westchester/Veteran station every 15 minutes.
This way the busy part of Bundy/Centinela corridor, namely Bundy station to Playa Vista (which is currently way under-served by BBB) will have the frequency it needs, and the low ridership northern end to/from Brentwood won't be affected very much. And Playa Vista and Mar Vista can be connected to Crenshaw line via Rapid 14, which can stick with the schedule if it is not required to run all the way to Brentwood.

Not sure I agree with the part of the 14 only being busy south of Olympic. In the few mornings where I have ridden it up, there seemed to be more people getting on at Olympic/Expo and going up to SM Blvd. and Wilshire to work. The bus is packed until Wilshire. North of Wilshire it is not so much, but it only goes about another mile or so past Wilshire these days and doesn't even go to Brentwood Village anymore.

Line 14 demand north of Expo line is rush hour directional - north bound transfer form Expo in the morning, south bound transfer to Expo in the afternoon. Whereas south of Expo thru Palms, Mar Vista, and Del Rey, the demand is bi-directional - both transfer from Expo (and Venice, Pico and Oceanpark buses) and transfer to Expo (and Venice, Pico and Oceanpark buses). That's the difference.
The currently, in the morning, southbound bus runs largely empty from Brentwood until Bundy station, then gets crowded at Pico, before thinning out after Venice. To address capacity issue, you would want to add short line south bound buses starting at Olympic (or perhaps Santa Monica). The north bound can operate all the way to Brentwood in the morning as the additional headways north of Bundy station is also needed as you noted. Run the reverse in the afternoon... The short line north bound will operate from Playa Vista to Olympic (or Santa Monica) instead of going all the way to Brentwood, while south bound runs the entire length.
But anyway, this is just my observations. I'm sure BBB has better boarding data. The bottom line is that short line solution will be needed if they want to extend Line 14 to Crenshaw line. I don't think it is realistic to expect Line 14 to run proper headway if it has to be extended to Randy's Donut. BBB used to run Line 3 from Aviation station to UCLA and it was very unreliable due to traffic. So they broke it up into two different lines. Basically the same thing will happen to Line 14 if they insist on running every bus from Brentwood to Inglewood.

Are you honestly suggesting BBB operate a local bus route with one-way service during the peak periods? That would be outrageously inefficient.

No, I'm suggesting they run the short line in both directions but with different end points for AM and PM service.
