Note the bipartisan vote. Mass transit isn't as lefty/loonie/crunchy granola environmentalist as once it was lampooned to be. It's just another option to getting from point A to point B, and only now is it getting its fair due.

Similar legislation has also passed the Senate, with at least 2/3 majority; that's enough support to override a veto.
The Bush administration wants to see Amtrak move toward self-sufficiency and has threatened a veto against the bill, but Amtrak supporters (and so do I) say passenger railroads (as with any other forms of public transit) around the globe require government subsidies. Supporters have pointed to the large sums of federal money spent on highways.
The bipartisan resolution passed over the 2/3 margin of 311-104 in the House.
(EDIT: The vote on Tuesday was a resolution (H.Res. 1253) to bring the actual bill (H.R. 6003) up for debate and a vote on the house floor.)

So when do they approve a budget that will actually let Amtrak improve its service and acquire new and faster routes? I still have no reason to go anywhere from LA by rail except for San Diego.

One step at a time, my friend. Right now we're still fighting the most anti-passenger rail administration in recent history (or in all of history) to keep Amtrak in existence.
