Would it be possible to borrow or reallocate Mesure M/M2 funds to keep existing bus service running?

Would it be possible to borrow or reallocate Measure M/M2 funds to keep existing bus service running? Absolutely not. We've had some professionals look at this and the law will not allow reallocation of the funds from roads to operations. Sorry.

Oh well, there's always the possibility of another, smaller tax increase. Maybe something like .1% to .25% would be enough to keep the buses rolling? I think the public could accept it if the increase were only temporary. It could be canceled after the state resumes transit funding.
