It was a lot of hot air. OC would lose federal funding for freeways if they did that.

Well, that's the OCTA board. It's very different from the OCTA staff. Will Kempton pledged he will leave no stone unturned in order to find funding for bus service while Moorlach wants to study eliminating all bus service. There's also Jerry Amante who is for "lanes, not trains."
What will change the situation in Orange County is the implementation of the Bravo! rapid bus routes. It's a stupid name but a great concept for a region that is not ready to embrace light rail.
The three starter routes on Harbor Blvd, State College and Westminster need to be started as soon as reasonably possible. These routes will not only improve the quality of life for the transit dependent, but might put a candle under the asses of those sitting on the fence about taking the bus because it's too slow.
Unfortunately, with all the drama that's been going on in transit this service has been difficult to implement and has been delayed from 2008 to 2009 to 2010. The deadline to start service is in 2010 or they lose federal clean air funds or something like that.
