How do we get the maximum number of passenger miles out of every dollar spent? We don't want to return to the quick and dirty construction methods of the early 20th century when the electric rail lines only had to last long enough to get the subdivisions they were built to serve sold. But, are we gold plating, often in the form of endless studies, in a way that reduces the number of people ultimately served (i.e., the number of passenger miles)?

How do we get the maximum number of passenger miles out of every dollar spent? But, are we gold plating, often in the form of endless studies, in a way that reduces the number of people ultimately served (i.e., the number of passenger miles)? WSAB seems to represent a new set of priorities for Metro staff. With this latest revision, they have (a) shortened the line to Artesia, (b) removed three stations, (c) increased the number of grade separations, and (d) blown the roof off the project's pricetag. At first glance, it looks like they are simply making it harder for people to access the new line. But actually, Metro staff seems to be placing their bets 100% on speed, maybe in the hope that a fast line will lead to massive ridership and thus high cost-effectiveness.

I still don't see why they want to build a station in sleepy Gardendale, a mere 0.7 miles from the Green Line transfer stop ... rather than building a station at the busy intersection of Garfield/Imperial Highway.

Also: $6.6 billion! Holy cripes!!! Here is my calculation of current funding for the line, some of these numbers are supposed to increase with inflation: Measure R $240,000,000.00 Measure M - Phase 1 $535,000,000.00 Measure M - Phase 2 $900,000,000.00 TIRCP $300,000,000.00 SB1 Local Partnership Program 2018 $18,500,000.00 SB1 Local Partnership Program 2019 $5,441,000.00 Local Contribution $37,800,000.00 Measure R 605 $108,400,000.00 Prop C $13,300,000.00 Measure R Admin $500,000.00 Total $2,158,941,000.00 A lot of the calculation comes from this Metro document, but also from elsewhere: libraryarchives.metro.net/DB_Attachments/2018-0292_Attachment_A_SRFF_FY19-28.pdfIn an old 2017 document, Metro said they may pursue $900 million in Federal New Starts grant for this line. With a Democratic House and a potential infrastructure bill coming, they might be able to get something more. metro.legistar.com/View.ashx?M=F&ID=5505022&GUID=E85D9179-1767-4A84-8BC1-62315A58704FIn terms of a P3, the P3 contractor for the LAX people mover is contributing $1.57 billion in financing for the 2.25 mile people mover project. If they pursue a P3 for this project, maybe the P3 contractor could contribute more funding since this is an 18-mile line. newsroom.fluor.com/press-release/fluor/fluor-announces-financial-close-los-angeles-international-airport-automated-peopwww.infrainsightblog.com/2018/06/articles/airports/financial-close-for-automated-people-mover-apm-project-at-lax/

Of all the gaps on the WSAB over major boulevards and past dense neighborhoods, this is the station they want to add? I've never seen a more succinct testament to the political hijacking of transit development in LA. How hard is it to get transit advocacy that advocates for actual best practices?

So to recap: - Gardendale, a street only 3500 feet from the Green Line transfer station that dead-ends just west of the station and has no bus service: yes
- River confluence, which has the 710 freeway and high-voltage power lines running through the middle of it: yes
- Imperial Highway, a major east-west street with bus service until midnight and a substantial commercial presence just east of the station: nope!
I think this might even be dumber than Farmdale.
