Since the Harbor transit way sort of acts like a busway. Can it be converted in to a single line busway like the Orange line? With its own colored naming convention? I know the big reason alot of people dont use the busway is because of the extra cost? and noise would it be a cheaper fare if it became a line?

I have pursued this idea before, and when the Expo Line is created this line, now known as the Bronze Line I believe (it's got its own color), will have connectivity to the rail network and perhaps get greater ridership.

To be quick honest, I think we should stop building major transit lines in freeways, unless there is no other alternative available.

One place where a Harbor Transitway-like or busway service would be useful would be the Sepulveda Pass/I-405; unless there is no plan for a rail line, anything "rapid" and hopefully on it's own path between the Valley and the Westside is welcome.
Where the Harbor Transitway failed is it's close proximity to the Blue Line and it's premium fares with stations serving the poor area. There are people working in the West LA area that use Commuter Express buses already and would have no problem with premium fares for a transitway.

Well...it's possible that the Harbor Transitway/Bronze Line, if successfully promoted, could serve as an express alternative to the Blue Line once it connects to the Expo Line (and don't get me started if/when the Downtown Connector is built).
As to the Busway on the 405, we'll probably some efforts by Sup. Yaroslavsky (past and future) to do just that.
