I like this move for a lot of reasons. Concurrently doing this segment with the Central valley segment gives Socal policy makers and the general Socal public something to hang their hat on, while also getting northern/central California a piece of the pie. And even if something catastrophic happens to the funding stream, it will still be a usable and important rail corridor right away.
Splitting the initial construction bucks up like this probably isn't the most efficient as far as getting the most track on ground per year goes, but it's likely the most pragmatic path.
