when will TAP be available to the masses? it seems like they've been working on this for a long time

TAP is probably not going into use this year. Metro would need a system in place to sell and distribute such cards and right now they are cutting jobs instead of hiring.
Also those fancy machines are built to accept credit and debit cards. So far the ticket machines only accept cash and the other features are wasted.
We have forsaken technology.

Aren't these available to UCLA students? I might be able to get one next year then, hehe.
This would be so much more efficient than the machines and I wouldn't need to be stuck with gold coins anymore.

TAP will be sooooo useful.
Just yesterday it took me a whole minute to dig through my pockets for my Daypass. The bus operator on the 720 Wilshire express, just stopped the bus and waited, did not drive until I showed him that, yes indeed, I have a Daypass.

Really? Most of the bus drivers I've seen will drive but will not let you sit until you show a pass.
