It's time to wake up the sleeping members and play a game. While we're still not halfway done with the construction, it might yet be a good time to guess the start date of the Expo Line Phase 2 revenue operations.
Most or all bridges should be finished by the end of 2013 and we will also see track installation and overhead catenary system (OCS) work in a few months. Stations should be built in 2014 and that's probably when they will also install the crossing gates and train and traffic signals. Perhaps train testing can start as early as around early 2015. It will take several months and the prerevenue operation -- running the trains like regular-headway trains in and out of the new Santa Monica maintenance facility between Downtown Los Angeles and Downtown Santa Monica but without passengers between Culver City and Downtown Santa Monica -- takes about a month. In order to run Phase 2, they need 3 additional trains to the 6 trains currently running on Phase 1. These 3 trains might be already available in the existing Blue and Green Lines Nippon Sharyo and Siemens rolling stocks or they may need some new Kinki Sharyo trains to be delivered in 2015.
All this said, my current guess is June 20, 2015. We will get to reguess as the construction proceeds.
So, now, your guesses are welcome.

Expo Line opens 15 Sep 2015. I've been thinking mid-fall 2015 - October, maybe November. To be rediculously precise, how about the public opening on Saturday, October 10, 2015, with the VIP event in downtown Santa Monica the day before?

2) The CA Supreme Court decision has not been made in Metro v. NSFR.
Those 2 items are highly critical in order to get Expo Line cleared for opening.

Arguably, Expo Line, serving Santa Monica, will be the most touristy line in LA, competing with Red Line serving Hollywood. If only it turned downed toward Venice...
2015 will mark a milestone in LA tourism with the opening of the Expo Line to the beach. I've already seen beach-going Swedish tourists transferring to the 33/733 bus at the Culver City Station.

2018, maybe the Palms station will open earlier after they redo the EIR to have that studied as an option. but I'm sure the nimbys will win and force unneeded grade separation on Overland and Westwood.

It would be so difficult to keep a finished line not running for 18 months because of vandalism concerns. Metro would have to at least have limited service by the end of 2015 so that the line isn't destroyed before it's opened. They need only three Kinkisharyo trains (or three more of any other kind) with the 12-minute headways; so, there should be plenty of trains available by mid-2015. I would say that this line will open by September 2015 or earlier. My best guess: August 2015. I hope it opens as early as June though.

I just think that is probably the best case scenario as like you said so many things can go wrong. Even if everything construction wise goes smoothly, we still have months of testing and as we saw on the Eastside Gold Line, that can uncover some real problems. Anyway, I don't follow it as close as you do, so hopefully you are right - I just think we are over 2 years away. Jan. 2016 is probably my call. I think a while ago, I said May 2016 so I am getting more optimistic. Skanska Rados seems to have their act together.
